My current interest in engineering, and indeed all university education, is regarding the relationship between universities and the greater society, as well as the role of engineering education in producing leaders.


Research

Activities

Consulting and short courses

Dr.Wirasinghe has been a consultant to both large and small transportation consulting firms, NorthWest Airlines, the Transport Development Center (Cambridge, USA) and Transport Canada. He has given short courses internationally in both public transport and airport planning.
 

Research activities

Dr. Wirasinghe has 40 years of experience in transportation engineering and planning. His current research is in the areas of public transportation, air transportation, mitigating the effects of large natural disasters, transportation in developing countries, and engineering education. His work on urban public transport systems has led to basic insights regarding metro, LRT and bus route planning & design. His unique approach to metro planning is outlined in a seminal paper with Vandebona ( "Planning of Subway Transit Systems", Transportation and Traffic Theory, Pergammon, 1999, pp. 759–777).

He with his students has analyzed modal transition in a transit corridor, capacity and speed distribution of modes, LRT route and station location; stop, time-point, and garage location for bus systems; dispatching policies/time-tables, schedules, fleet sizing and reliability of service for the general "many to many" demand case. He is currently running a major research program PUTRUM for Calgary Transit in collaboration with Drs. Lina Kattan, J.D. Hunt, and Richard Tay. In the area of airport planning his pioneering work is widely cited with respect to the impact of New Large Aircraft (NLA) on airports, terminal configurations, passenger orientation, aircraft gate estimation, large airports with PRT systems and lounge sizing. The most recent work has been with Dr. Agan Nanayakkara on airport airside configurations. Case studies have been done at Calgary, LaGuardia, Vancouver, Atlanta, NW terminal-– Detroit, Singapore and new Hong Kong airports. Dr. Alex de Barros is the main collaborator in this area.

Transportation planning research has been undertaken in Canada, Sri Lanka and Nepal. He formed the International Institute for Infrastructure Renewal and Reconstruction (IIIRR) which has membership from Canada, Cuba, Germany, Sri Lanka and USA. The IIIRR facilitates research on the mitigation of the effects of large natural disasters. He has completed a research project with Dr. Janaka Ruwanpura and Dr. Sanjeewa Wickramaratne on mitigation of tsunami impact in the Indian Ocean. Along with Dr. Ruwanpura, he is working now on a tornado mitigation study for Calgary, Canada.

Dr. Wirasinghe continues to have an interest in engineering education, the interaction between universities and society at large, and educating for leadership.

Biography

Chan Wirasinghe obtained his BSc in Civil Engineering from the University of Ceylon (now Sri Lanka) in 1968. Subsequently he won a Fulbright Scholarship to study transportation engineering at the University of California at Berkeley where he completed his MSc in 1973 and PhD in 1976. He moved to the University of Calgary in 1976 as an assistant professor in the Department of Civil Engineering.

Dr. Wirasinghe's research interests are in the area of transportation. He has written well over 135 papers and has over 100 citations of his work. He recently received recognition from NSERC for continuously holding a Discovery Grant for over 25 years.

He is also the grant holder for the NSERC Canadian Design Engineering Network (C-DEN) and a member of the International Advisory Committee of the Triennial International Symposium on Transportation and Traffic Theory, the most prestigious symposium in the field.

Dr. Wirasinghe is the editor-in-chief of the Journal of Advanced Transportation, an international journal in its 38th year of publication, was the founding associate dean (research) in the Faculty of Engineering at the University of Calgary in 1988 and was one of the founders of the Research Chairs and Professorships Program.

Wirasinghe became dean of the Faculty of Engineering in 1994. He chaired the National Council of Deans of Engineering and Applied Sciences in 1999-2000.

The faculty has one of the most modern, balanced, internationalized and progressive programs of undergraduate and postgraduate engineering education in Canada. Located in Canada's engineering center, the faculty has built very successful links to industry, the profession, as well as the community at large.

Key activities initiated under his leadership include: the recent 10-year plan for the faculty: "First Choice," a new policy on tenure and promotions which sets some of the highest standards in Canada; building postgraduate enrolment to be the highest among all University of Calgary faculties; the most research funding per FTE in engineering in Western Canada; five new undergraduate programs; doubling of undergraduate enrolment (while increasing the average grade of the freshman class) academic staff and the faculty budget; emphasis on inquiry-based learning, teamwork and communications; new joint degrees with the faculties of Social Science and Fine Arts; the highly acclaimed women in engineering program including the most women academics in an engineering program in Canada; expansion of the engineering internship program to be Canada's largest; the expansion of the Engineering Associates Program; the student-funded Calgary engineering endowment; the $35-million ICT building (shared with Computer Science); the $35-million Calgary Center for Innovative Technology (CCIT); and raising over $16-million in philanthropic gifts over the last five years.

At the University of Calgary, Dr. Wirasinghe has been a member of the General Faculties Council, Senate, Dean's Council, University Planning and Budget Committees, several major task forces, the Board of University Technologies International, and a presidential search committee. He has chaired the Dean's Council Executive Committee. Under his leadership, the Faculty of Engineering (Schulich School of Engineering) has ongoing collaborative activities with 12 of the 14 other faculties here.

Programs associated with the faculty have won at least one major national/international award in the last five years including those from the Conference Board and the Rolex Foundation. Dr. Wirasinghe has also been similarly recognized with awards including a DSc honoris causa from the University of Moratuwa, the Alberta Premier's Silver Award and the APEGA Centennial Award. In 2006 he was recognized as Citizen of the Year by the City of Calgary, and given the Minerva Award for Mentor of the Year by the Alberta Women's Science Network.

Chan Wirasinghe is married to Dhamitha Wirasinghe, has three daughters, and three grandchildren.

He is an amateur Mozart historian, a collector of books on Sri Lanka, and reads for relaxation.

"Chan Wirasinghe has undertaken ground breaking research and edits a leading international journal in transportation engineering. His 8-year deanship at the University of Calgary has led to an updated engineering program with nine BSc degrees (e.g. software, geomatics, oil & gas), joint degrees with arts faculties, a minor in Entrepreneurship, and multidisciplinary graduate degrees in Environmental and Bio-Medical Engineering. He has instituted industry-based Advisory Councils for most programs and over twenty research chairs. Through his efforts and direction, the Faculty has committed substantially to team-based, multidisciplinary research."
